To request that the Mayor propose, as part of his annual budget for Fiscal Year [2022-2023] 2023-2024, the necessary amendments to the City Code and appropriations to establish a Department of Mobility and Multimodal Transportation. (As Amended)

WHEREAS, under Ordinance No. 2020-236, adopted December 14, 2020, the Council approved “Richmond 300: A Guide for Growth” as the Master Plan of the City of Richmond and which established that the City should prioritize the movement of people over the movement of vehicles through a safe, reliable, equitable and sustainable transportation network; and

WHEREAS, it is the opinion of Council that the City match the vision set by the Master Plan for transportation priorities by realigning City government organizations accordingly; and

WHEREAS, the Council is of the opinion that a department independent of the Department of Public Works, such as a Department of Mobility and Multimodal Transportation, could more strategically focus on the planning, development, and maintenance of the City’s multimodal transportation system in support of biking, walking, intermodal, rail, air, and public transportation programs, including the City’s Vision Zero traffic safety program and the Complete Streets Policy established by Resolution No. 2014-R172-170, adopted October 13, 2014;

WHEREAS, upon information and belief of the Council, a Department of Mobility and Multimodal Transportation, modeled upon the City of Norfolk’s Department of Transit, would be responsible for functions now under the Department of Public Works including transportation planning, transportation engineering, right-of-way management, parking, the Department’s Office of Equitable Transit and Mobility, and financial and business administration; and

WHEREAS, upon information and belief of the Council, the Department of Public Works would continue to be responsible for the building, maintenance, and operation of the physical facilities that support the functions of the Department’s Urban Forestry Division; street cleaning and snow removal; waste management including solid waste, bulk, and brush collection, leaf collection, and recycling collection; grounds maintenance and facilities management; fleet management; and graffiti removal; and 

 WHEREAS, the Council believes it is in the best interest of the citizens of the City of Richmond that the Council request that the Mayor propose, as part of his annual budget for the fiscal year commencing July 1, 2022, and ending June 30, 2023, the necessary amendments to the Code of the City of Richmond (2020) and appropriations to establish a Department of Mobility and Multimodal Transportation; 

NOW, THEREFORE,

BE IT RESOLVED BY THE COUNCIL OF THE CITY OF RICHMOND:

That the Council requests that the Mayor propose, as part of his annual budget for the fiscal year commencing July 1, 2022, and ending June 30, 2023, the necessary amendments to the Code of the City of Richmond (2020) and appropriations to establish a Department of Mobility and Multimodal Transportation.
