Title
To request that the Chief Administrative Officer cause to be prepared and submitted to Council a report that provides certain data relevant to the City’s code enforcement officers for property maintenance for the purpose of revising the required qualifications and pay level for certain code enforcement officers for certain property maintenance inspections.
Body
WHEREAS, upon information and belief of Council, enforcement of the Code of the City of Richmond (2020), as amended, with regard to property maintenance is currently handled within the Department of Planning and Development Review; and
WHEREAS, upon information and belief of Council, certain professional certifications are required to be hired as a code enforcement officer in order to ensure competent investigation into whether structures and landscaping comply with the Code of the City of Richmond (2020), as amended, with regard to property maintenance; and
WHEREAS, upon information and belief of Council, some of the aforementioned requirements, such as the prohibition on unmaintained vegetation on properties in the city of Richmond, may not require specialized training to investigate and enforce, such that the code enforcement officers assigned to this duty may not need the currently required professional certifications; and
WHEREAS, Council is of the opinion that a study by the Chief Administrative Office may reveal a cost savings to the City if the Department of Planning and Development Review establishes an entry level code enforcement officer position for property maintenance that does not require certain professional certifications as a job requirement such that a lower pay level for such a position may be justified; and
WHEREAS, the Council believes that it is in the best interests of the citizens of the City of Richmond that the Council request that the Chief Administrative Officer cause to be prepared a report that summarizes certain data relevant to the required professional certifications and duties of code enforcement officers for property maintenance within the Department of Planning and Development Review, including a summary of the current costs of code enforcement for property maintenance and potential cost savings to the City of the establishment of an entry level code enforcement officer;
NOW, THEREFORE,
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF RICHMOND:
That the Council hereby requests that the Chief Administrative Officer cause to be prepared and submitted to the Council a report that summarizes certain data relevant to the required professional certifications and duties of code enforcement officers for property maintenance within the Department of Planning and Development Review, including a summary of the current costs of code enforcement for property maintenance and potential cost savings to the City of the establishment of an entry level code enforcement officer.
