To request that the Mayor propose a Fiscal Year 2020-2021 General Fund Budget, Special Fund Budget, and a Capital Improvement Program that provides for certain enhancements to and personnel for the City's Vision Zero traffic safety program.

WHEREAS, the Council supported the development of a Vision Zero traffic safety program in the City of Richmond by Resolution No. 2016-R011, adopted March 7, 2016, and reaffirmed its support through Resolution No. 2017-R093, adopted March 12, 2018, to reduce traffic fatalities and serious injuries in road traffic to zero by the year 2030, through comprehensive planning including promoting improvements in surface transportation performance and safety for travelers; and
WHEREAS, sections 5.05 and 6.19 of the Charter of the City of Richmond (2019), as amended, requires the Mayor to recommend each year a General Fund Budget and a Special Fund Budget for the ensuing fiscal year and a program of proposed capital improvement projects for the ensuing fiscal year and for the four fiscal years thereafter and the Council to accept with or without amendments or reject the proposed budgets and program; and
WHEREAS, the Council believes that it is in the best interests of the citizens of the City of Richmond to request that the Mayor propose a General Fund Budget and Special Fund Budget for the fiscal year commencing July 1, 2020, and ending June 30, 2021, and a Capital Improvement Program for the fiscal year commencing July 1, 2020, and ending June 30, 2020, and for the four fiscal years thereafter that provide for certain enhancements to and personnel for the City's Vision Zero traffic safety program.
NOW, THEREFORE,
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF RICHMOND:
That the Mayor is hereby requested to propose a General Fund Budget and Special Fund Budget for the fiscal year commencing July 1, 2020, and ending June 30, 2021, and a Capital Improvement Program for the fiscal year commencing July ...
