To authorize the Chief Administrative Officer, for and on behalf of the City of Richmond, to execute an Urban Project Construction Agreement between the City of Richmond and the Virginia Department of Transportation to provide funding for the design and construction of multimodal improvements along U.S. Route 1 from its intersection with Brinser Street to its intersection with Chesterman Avenue, including access improvements at U.S. Route 1 and its intersection with North Hopkins Road and at U.S. Route 1 and its intersection with Harwood Street.
