Title: To amend and reordain Section 24-34 of the Richmond City Code of 1975, as amended, concerning the duties and functions of the Port of Richmond, to insert in subparagraph 17 thereof a provisions that non-voting members of the commission of the Port of Richmond may participate in any executive or closed meeting of the commission under certain conditions and non-voting members may be appointed to a committee established by the commission.
