To erect all-way stop signs at the intersection of Grayland Avenue and South Sheppard Street. (5th District)

WHEREAS, the intersection of Grayland Avenue and South Sheppard Street is located in a populous residential area of the City; and
WHEREAS, upon information and belief of the Council, residents of this area have expressed a desire for all-way stop signs at the intersection of Grayland Avenue and South Sheppard Street; and
WHEREAS, it is the consensus of the Council that it would be in the best interest of the citizens of the City of Richmond and especially the citizens who reside near the aforesaid intersection to erect all-way stop signs at said intersection; and
WHEREAS, notwithstanding any requirements of section 2-428(c) of the Code of the City of Richmond (2020), as amended, to the contrary, which section requires an appropriate study by the Department of Public Works prior to the adoption of an ordinance regulating motor vehicle traffic within the City, the Council believes that it is in the best interests of the residents the aforementioned area that all-way stop signs be erected at the intersection of Grayland Avenue and South Sheppard Street;
NOW, THEREFORE,
THE CITY OF RICHMOND HEREBY ORDAINS:
§ 1. That, notwithstanding any requirements of section 2-428(c) of the Code of the City of Richmond (2020), as amended, to the contrary, all-way stop signs shall be erected at the intersection of Grayland Avenue and South Sheppard Street.
§ 2. This ordinance shall be in force and effect upon adoption or such other date as may be fixed by traffic order of the Director of Public Works if, prior to adoption, the all-way stop signs have been erected at the aforesaid intersection.
