To amend Ord. No. 2023-071, adopted May 8, 2023, which adopted the Fiscal Year 2023-2024 General Fund Budget and made appropriations pursuant thereto, by increasing revenues from estimated interest income by $9,000,000.00, to appropriate a portion of such estimated interest income to various City departments and a non-departmental agency, to create certain new line items in the Non-departmental agency, appropriate a portion of such estimated interest income revenue thereto, and transfer certain funds; to amend Ord. No. 2023-073, adopted May 8, 2024, which accepted a program of proposed Capital Improvement Projects for Fiscal Year 2023-2024 and the four fiscal years thereafter, adopted a Capital Budget for Fiscal Year 2023-2024, and determined a means of financing the same, by establishing a new project for the Department of Parks, Recreation, and Community Facilities in the Capital Investment Opportunities category called the “Parks Improvement Projects” project; and to appropriate $988,156.00 in transferred funds of such $9,000,000.00 of increased revenue from estimated interest income to the Department of Parks, Recreation, and Community Facilities’ Parks Improvement Projects project in the Capital Investment Opportunities category for the purpose of funding improvements in City parks and recreation facilities.

THE CITY OF RICHMOND HEREBY ORDAINS:

                     § 1.                     That Article I, Section 1 of Ordinance No. 2023-071, adopted May 8, 2023, which adopted the General Fund Budget for the fiscal year commencing July 1, 2023, and ending June 30, 2024, is hereby amended by increasing revenues from estimated interest income by $9,000,000.00.

§ 2.                     That Ordinance No. 2023-073, adopted May 8, 2023, which accepted a program of proposed Capital Improvement Projects for the fiscal year commencing July 1, 2023, and ending June 30, 2024, and the four fiscal years thereafter, adopted a Capital Budget for the fiscal year commencing July 1, 2023, and ending June 30, 2024, and determined a means of financing the same, be and is hereby amended by establishing a new project for the Department of Parks, Recreation, and Community Facilities in the Capital Investment Opportunities category called the “Parks Improvement Projects” project for the purpose of funding improvements in City parks and recreation facilities.

§ 3.                     That Ordinance No. 2023-071, adopted May 8, 2023, which adopted a General Fund Budget for the fiscal year commencing July 1, 2023, and ending June 30, 2024, and made appropriations pursuant thereto, is hereby amended by

(a)                     Appropriating a portion from the estimated interest income revenue referenced in section 1 of this ordinance for the fiscal year commencing July 1, 2023, and ending June 30, 2024, and appropriating a portion of such funds to the following City departments, agencies, and existing non-departmental agency in the following amounts:

City Attorney’s Office                     $150,000.00

Department of Economic Development                      $1,500,000.00

            Department of Human Services                     ... $200,000.00

Department of Procurement Services                     $50,000.00

Department of Public Works                     $4,080,000.00

Office of the General Registrar                      $646,844.00

General Fund transfer to Debt Service                      $988,156.00

Non-departmental:

Next UP RVA for Out of School Time.                      $275,000.00

 

 

(b)                     Creating the following new line items in the Non-Departmental agency and appropriating a portion of the estimated interest income revenue referenced in section 1 of this ordinance for the fiscal year commencing July 1, 2023, and ending June 30, 2024, in the following amounts:

Elegba Folklore Society                     $10,000.00

Housing Opportunities Made Equal of Virginia, Inc (for fair housing).                     $100,000.00

J. Sargent Reynolds Community College (for biotech contribution).                      $1,000,000.00

(c)                     Transferring funds in the amount of $988,156.00 from the line item set forth in subsection (a) of this section entitled “General Fund transfer to Debt Service.”

§ 4.                     That Ordinance No. 2023-073, adopted May 8, 2023, which accepted a program of proposed Capital Improvement Projects for the fiscal year commencing July 1, 2023, and ending June 30, 2024, and the four fiscal years thereafter, adopted a Capital Budget for the fiscal year commencing July 1, 2023, and ending June 30, 2024, and determined a means of financing the same, be and is hereby amended by increasing estimated revenues and the amount appropriated for expenditures by $988,156.00 of the estimated interest income revenue transferred pursuant to section 3(c) of this ordinance, and allotting such sum to the Department of Parks, Recreation, and Community Facilities’ Parks Improvement Projects in the Capital Investment Opportunities category by $988,156.00 for the purpose of funding improvements in City parks and recreation facilities.

§ 5.                     This ordinance shall be in force and effect upon adoption.
