THE CITY OF RICHMOND HEREBY ORDAINS:
? 1. That section 27-282 of the Code of the City of Richmond (2020) is hereby amended and reordained as follows:
Sec. 27-282. Special parking districts program-Permitted expenditures from fund.
(a) There shall be no expenditure from the Special Parking Districts Special Fund except expenditures for the services and activities set forth in subsection (b) of this section used (i) for residential restricted parking districts established pursuant to Section 27-279 or (ii) within the areas served by the neighborhood associations or civic associations representing the properties within a residential restricted parking district.
(b) The following services and activities in residential restricted parking districts, or within the areas served by the neighborhood associations or civic associations representing the properties within a residential restricted parking district, may be funded by the Special Parking Districts Special Fund:
(1) Providing clearly marked crosswalks.
(2) Providing off-duty police patrols for the purpose of responding to reports of loud noise and other disturbances associated with celebrations and festivities.
(3) Maintaining and improving safety and cleanliness.
(c) The Chief Administrative Officer is authorized to execute a grant contract on the City's behalf with any neighborhood association or civic association that is both eligible to receive public funds from the City pursuant to Code of Virginia, ? 15.2-953, and represents the propertie...
