THE CITY OF RICHMOND HEREBY ORDAINS:

                     § 1.                     That the Chief Administrative Officer, for and on behalf of the City of Richmond, be and is hereby authorized to execute a Standard Project Administration Agreement between the City of Richmond and the Virginia Department of Transportation to provide funding for the Hull Street Improvements Phase III - Warwick Road to Arizona Drive project for the purpose of the construction and installation of improvements including two lanes in each direction, turn lanes, medians, storage length at intersections, major traffic generators, and median crossovers. The Standard Project Administration Agreement shall be approved as to form by the City Attorney and shall be substantially in the form of the document attached to this ordinance.

                     § 2.                     This ordinance shall be in force and effect upon adoption.

PURPOSE:  To authorize the Chief Administrative Officer or designee, for and on behalf of the City of Richmond, to execute a standard City/State agreement for the Hull Street Improvement Project Phase III - Warwick Road to Arizona Avenue (UPC 115200)

 

REASON:  The Virginia Department of Transportation (VDOT) requests that the City enter into an agreement for the development and administration of the Hull Street Improvement Project Phase III. 

 

RECOMMENDATIONS: The Department of Public Works recommends approval of this ordinance.

 

BACKGROUND: 

The Hull Street Improvement project first appeared in the City’s Capital Improvement Program in 2005.  The limits of the improvement were from Elkhardt Road to Dixon Drive.  In 2019 the project was value engineered to be designed and implemented in three phases. Phase I- from Hey Road to Warwick Road; Phase II- from Chippenham Parkway to Hey Road; Phase III- from Warwick Road to Arizona Avenue.  Project funding has been requested over several years for all three phases of the project.  Phase I has received SMART SCALE and Safety funds in an amount of $ 31,137,000 and is currently undergoing the utility relocations and right-of-way acquisition and is scheduled to be under construction in late 2024.

 

Phase II has received $9,229,519 in Revenue Sharing, GO bond, CVTA Regional funds in the City’s adopted FY24-28 CIP budget and is scheduled to begin design in 2024. Phase III has received $11,521,309 in federal reimbursable RSTP funds which is budgeted in the FY24-28 adopted CIP and is also scheduled to begin design in 2024. 

 

This paper is for the project administration agreement with VDOT for Phase III of the Hull Street Improvement Project.

 

Hull Street Improvement Project Phase III Warwick Rd to Arizona Avenue (UPC 115200)

 

The Hull Street Improvement Project Phase III - will provide a consistent 4 lane typical section of (11’ wide lanes) with two lanes in each direction. The project will include a 15’ wide raised median, turn lanes, curbs, gutters, bike lanes, new side walk and shared use path on the north side of Hull Street , new sidewalks on the south side of Hull Street, new  street lighting and an underground drainage system. The project will also improve access management along the corridor and will coordinate signal timings, thus providing a multi-modal transportation corridor.   

 

The Department of Public Works received $11,664,209 in federal funds from the Regional Surface Transportation Program (RSTP) which requires no local match.  The funds are allocated through FY24 ($727,000), FY25 ($1,213,000), FY26 ($8,724,000), and FY27 ($1,000,000). The project has $11,521,309 in federal reimbursable funds, and $142,900 in VDOT non reimbursable administration costs.

 

FISCAL IMPACT/COST TO CITY:  None. $11,521,309 of 100% reimbursable federal funds

 

FISCAL IMPLICATION: Not accepting these funds will result in loss of important revenue to implement this project.

 

BUDGET AMENDMENT NECESSARY:  No. Capital Improvement Program (CIP) budget pages were approved in the adopted FY2024-28 CIP budget.

 

REVENUE TO CITY:  $11,521,309 Federal Reimbursable Regional Surface Transportation Funding

 

DESIRED EFFECTIVE DATE:  Upon adoption.
