BE IT RESOLVED BY THE COUNCIL OF THE CITY OF RICHMOND;

I.                     That Resolution No. 2021-R081, adopted December 13, 2021, be and is hereby amended as follows:

WHEREAS, upon information and belief of the Council, pursuant to the American Rescue Plan Act of 2021, H.R. 1319, 117th Cong., 1st Sess. (2021-2022) (the “Act”), the City anticipates receiving an allocation of approximately $154,800,000.00 from the United States government, the Commonwealth of Virginia, or other sources (“ARPA funds”); and

WHEREAS, upon information and belief of the Council, the City anticipates that the ARPA funds will be provided by the United States Treasury in two tranches of approximately $77,400,000.00 each; and

                     WHEREAS, on October 25, 2021, Council adopted Ordinance No. 2021-291, which accepted and appropriated the first tranche of $77,400,000.00 for expenditures related to the City’s efforts to recover from the economic and health effects of the COVID-19 pandemic; and

WHEREAS, the Council believes that it is in the best interests of the citizens of the City of Richmond that the Council request that the Chief Administrative Officer provide the Council with a quarterly report on the expenditure of all funds received by the City, whether from the United States government, the Commonwealth of Virginia, or otherwise, provided pursuant to the Act;

NOW, THEREFORE,

BE IT RESOLVED BY THE COUNCIL OF THE CITY OF RICHMOND:

That the Council requests that the Chief Administrative Officer provide the Council with a quarterly report on the expenditure of all funds received by the City, whether from the United States government, the Commonwealth of Virginia, or otherwise, provided pursuant to the Act.

BE IT FURTHER RESOLVED:

That the Council requests that such report on the expenditure of all funds received by the City, whether from the United States government, the Commonwealth of Virginia, or otherwise, provided pursuant to the Act, contain the following:

1.                     Spending progress.

2.                     Outcomes of initiatives that are being funded.

3.                     Any shifts in priorities.

4.                     Any additional funds received pursuant to the Act through the Commonwealth of Virginia or other sources.

BE IT FURTHER RESOLVED:

That the report shall be submitted and presented on a quarterly basis to the Council’s Organizational Development Standing Committee and the Council’s Finance and Economic Development Standing Committee at each such committee’s regular meeting beginning on [January 3, 2022] February 5, 2024, and [January 20, 2022] February 15, 2024, respectively, except that the report due in August may be submitted in September in observance of the Council’s August recess.
