THE CITY OF RICHMOND HEREBY ORDAINS:

 

§ 1.                     That the Chief Administrative Officer for, and on behalf of the City of Richmond, be and is hereby authorized and directed to submit a PY 2023 / FY 2024 Annual Action Plan to the United States Department of Housing and Urban Development, in the form of the document attached hereto and identified as Attachment B, as an application for the receipt of Community Development Block Grant (CDBG) funds, HOME Investment Partnership (HOME) funds, Emergency Solutions Grant (ESG) funds and Housing Opportunities for Persons with AIDS (HOPWA) funds and to accept funds in the total amount of $9,085,062.00 ($4,825,534.00 - CDBG; $1,658,368.00 - HOME; $393,268.00 - ESG; and $2,207,892.00 - HOPWA) from the United States Department of Housing and Urban Development, as specified in the proposed 2023-2024 annual budget plan identified as Attachment A, a copy of which is attached to and incorporated into this ordinance.

§ 2.                     That the funds in the total amount of $9,085,062.00, comprised of such grants from the United States Department of Housing and Urban Development in the total amount of $9,085,062.00 are hereby appropriated to the Special Fund Budget for the fiscal year commencing July 1, 2023, and ending June 30, 2024, for the purposes set forth on Attachment A.

PURPOSE: To authorize the Chief Administrative Officer (CAO) to submit the City’s FY24 for (HUD Program Year 2023) Annual Action Plan of the Five Year Consolidated Plan to the U.S. Department of Housing and Urban Development (HUD) for the receipt of Community Development Block Grant (CDBG), HOME Investment Partnership (HOME), Emergency Solutions Grant (ESG), and Housing Opportunities for Persons with AIDS (HOPWA) funds for HUD’s 2023 Program Year/City’s 2024 Fiscal Year. The Entitlement funds for FY23-24: CDBG $4,825,534, HOME $1,658,368, ESG $393,268, and HOPWA $2,207,892, which totals $9,085,062.

 

REASON: For the continuation of the CDBG, HOME, ESG, and HOPWA federally funded projects and programs.

 

RECOMMENDATION: Approval is recommended by the City Administration.

BACKGROUND: The City has been receiving Community Development Block Grant (CDBG) funds from the U.S. Department of Housing (HUD) since 1975 to implement housing and community development programs. The City began receiving ESG funds to meet the needs of homeless individuals and families in 1989. HOME funds, which can only be used for housing activities were first received in 1993. HOPWA funds, which address the housing needs of individuals and families affected by HIV/AIDS for the Richmond MSA were first received in 1997. Council’s action will approve the FY 2024 budget for these programs and the required HUD Program Year 2023 Annual Action Plan of the Five-Year Consolidated Plan 2021-2025. The budget and plans must be submitted to HUD by June 30, 2023.

 

Fiscal Impact/Cost: There are no negative fiscal impacts as it relates to the City receiving the anticipated following Federal Entitlement allocations, including utilizing program income and surplus funds in Fiscal Year 2024: CDBG $4,825,534, HOME $1,658,368, ESG $393,268 and

HOPWA $2,207,892. These funds total $9,085,062.

 

Fiscal Implications: The appropriation of the City’s HUD Entitlement funding enables the City to implement needed programs and services that help achieve HCD’s new departmental goals, the housing goals of the City’s Comprehensive Plan (Richmond 300), the 2020-2030 Strategic Plan to End Homelessness and the Equitable Affordable Housing Plan. All of the Plans have goals to provide inclusive housing options throughout the City, eliminate blight through rehabilitation, increase homeownership, strengthen neighborhoods and small businesses, assist families and individuals to have homelessness as a brief, rare, and non-recurring event, and provide assistance to families and individuals who are in need.

REVENUE TO CITY: The Entitlement funds received from HUD, and subsequent program income and surplus (carry-over) dollars.
