To rename the park in the city of Richmond known as Carter Jones Park as "Fonticello Park."

WHEREAS, the City Council has from time to time found it appropriate to name or rename City-owned streets and facilities for historic and honorific reasons; and
WHEREAS, upon the information and belief of Council, the park known as Carter Jones Park was named in honor of a former member of the Council of the City of Richmond who ensured that the land was acquired by the City to provide green space for Southside residents; and
WHEREAS, upon the information and belief of Council, Native Americans called the land Fonticello; and
WHEREAS, upon the information and belief of Council, the land was once owned by W.G. Taylor, who called his estate on that land Fonticello and operated a mineral water bottling company known as Fonticello Lithia Springs Company using the water spring on the land; and
WHEREAS, upon the information and belief of Council, community members continue to refer to the park land as Fonticello; and
WHEREAS, sections 8-7 through 8-10 of the Code of the City of Richmond (2020), as amended, generally prescribe a process for the renaming of City facilities, including parks such as Carter Jones Park; and
WHEREAS, the Council believes that it is in the best interests of the citizens of the City of Richmond that the park located in the city of Richmond and known as Carter Jones Park be renamed as "Fonticello Park" without the necessity for strict compliance with the requirements set forth in sections 8-7 through 8-10 of the Code of the City of Richmond (2020), as amended;
NOW, THEREFORE,
THE CITY OF RICHMOND HEREBY ORDAINS:
? 1. That, notwithstanding the provisions of sections 8-7 through 8-10 of the Code of the City of Richmond (2020), as amended, or any other law to the contrary, the park located at 2715 Bainbridge Street and 2813 A Bainbridge Street in the city of Richmond, with Tax Parcel Nos. S000-0914/...
