WHEREAS, upon information and belief of the Council, Harold Harris, a Virginia Army National Guard veteran, has promoted the health and well-being of adults, youth, and handicapped citizens of the city of Richmond for decades; and
WHEREAS, upon information and belief of the Council, Harold Harris currently serves as the Recreation Director for the Salvation Army Boys and Girls Club and previously served as the Cultural Enrichment Director for the Rubicon drug and alcohol treatment facility, as an instructor for both handicapped youth and adults for the City's Parks and Recreation department, as a volunteer basketball coach at Maggie L. Walker High School from 1973 to 1977, as an assistant basketball coach for Smithdeal Massey Business College, and as head coach for the Armstrong High School girls basketball team from 1989 to 1992, where he led the team to the quarter finals of the state championship; and
WHEREAS, the City desires to memorialize the life of Harold Harris for his contributions to the civic life of the city of Richmond by designating that portion of R Street located between its intersection with North 36th Street and its intersection with North 38th Street in his honor; and
WHEREAS, because this designation is honorary only, the provisions of sections 8-7 through 8-10 of the Code of the City of Richmond (2020), as amended, do not apply to the designation made hereby or to any signs erected pursuant to this ordinance;
NOW, THEREFORE,
THE CITY OF RICHMOND HEREBY ORDAINS:
? 1. Designation of Street Block for Honorary Names. The portion of R Street located between its intersection with North 36th Street and its intersection with North 38th Street shall be designated in honor of Harold Harris pursuant to this ordinance.
