To amend Ord. No. 2022-055, adopted May 9, 2022, which adopted the Fiscal Year 2022-2023 General Fund Budget and made appropriations pursuant thereto, to reassign the appropriation for the Soil and Water Conservation District Start-up Costs line item in the Non-Departmental agency; to amend Ord. No. 2022-056, adopted May 9, 2022, which adopted the Fiscal Year 2022-2023 Special Fund Budget and made appropriations thereto, to increase anticipated revenues and the amounts appropriated in the total amount of $3,451,918.00 and to appropriate such increase to the Fiscal Year 2022-2023 Special Fund Budget for certain City departments; to amend Ord. No. 2022-057, adopted May 9, 2022, which accepted a program of proposed Capital Improvement Projects for Fiscal Year 2022-2023 and for the four fiscal years thereafter, adopted a Capital Budget for Fiscal Year 2022-2023, and determined the means of financing the same, to increase anticipated revenues from the Virginia Department of Transportation and the issuance of equipment notes and the amounts appropriated to the Department of Public Works by the total amount of $5,553,000.00 to various projects in the Transportation category and the Vehicle Replacement project in the Capital Vehicle & Equipment category for the purchase of ambulances, and to modify certain planned appropriations in future fiscal years of the capital improvement program; and to amend Ord. No. 2022-059, adopted May 9, 2022, which adopted the Fiscal Year 2022-2023 Debt Service Fund Budget, to increase anticipated revenues from the City Debt agency in the Fiscal Year 2022-2023 General Fund Budget and the amount appropriated by $571,000.00 for the purpose of servicing additional debt to be incurred for the purchase of ambulances.

THE CITY OF RICHMOND HEREBY ORDAINS:
§ 1. That Ordinance No. 2022-055, adopted May 9, 2022, which adopted a General Fund Budget for the fiscal year commencing July 1, 2022, and ending June 30, 2023, and made appropriations pursuant thereto, is hereby amended by reassigning the appropriation for the Soil and Water Conservation District Start-up Costs line item in the Non-Departmental agency from the “Economic and Community Development” responsible portfolio/agency to the “Administration and Finance” responsible portfolio/agency to be administered by the Office of the Council Chief of Staff and from the “Organizational Subsidy” category to the “Internal Governmental Expense” category.
§ 2. That Ordinance No. 2022-056, adopted May 9, 2022, which adopted a Special Fund Budget for the fiscal year commencing July 1, 2022, and ending June 30, 2023, and made appropriations pursuant thereto, be and is hereby amended by increasing anticipated revenues and the amounts appropriated by a total amount of $3,451,918.00 and appropriating such increase to the Fiscal Year 2022-2023 Special Fund Budget by increasing estimated revenues and the amount appropriated to the Department of Economic Development by $2,944,918.00, to the Department of Public Works by $357,000.00, and to the Criminal/Manchester Court by $150,000.00.
§ 3. That Ordinance No. 2022-057, adopted May 9, 2022, which accepted a program of proposed Capital Improvement Projects for the fiscal year commencing July 1, 2022, and ending June 30, 2023, and the four fiscal years thereafter, adopted a Capital Budget for the fiscal year commencing July 1, 2022, and ending June 30, 2023, and determined a means of financing the same, be and is hereby amended by:
(a) Increasing anticipated revenues from the Virginia Department of Transportation and the amount appropriated to the Department of Public Works’ Fall Line Trail - Southern Section to Chesterfield County project in the Transportation category by $1,970,000.00;
(b) Increasing anticipated revenues from the Virginia Department of Transportation and the amount appropriated to the Department of Public Works’ Riverfront/Orleans BRT Streetscape Improvements project by $83,000.00; and
(c) Increasing anticipated revenues from the issuance of equipment notes pursuant to Ordinance No. 2022-131, adopted May 23, 2022, and the amount appropriated to the Department of Public Works’ Vehicle Replacement project in the Capital Vehicle & Equipment category by $3,500,000.00 for the purchase of ambulances.
§ 4. That Ordinance No. 2022-057, adopted May 9, 2022, which accepted a program of proposed Capital Improvement Projects for the fiscal year commencing July 1, 2022, and ending June 30, 2023, and the four fiscal years thereafter, adopted a Capital Budget for the fiscal year commencing July 1, 2022, and ending June 30, 2023, and determined a means of financing the same, be and is hereby amended by increasing or reducing the following planned appropriations in the Transportation category for future fiscal years as follows:

§ 5. That Ordinance No. 2022-059, adopted May 9, 2022, which adopted a Debt Service Fund Budget for the fiscal year commencing July 1, 2022, and ending June 30, 2023, be and is hereby amended by increasing revenues and the amount appropriated for debt service by $571,000.00 from the City Debt appropriation made by Ordinance No. 2022-055, adopted May 9, 2022, for the purpose of servicing additional debt to be incurred pursuant to Ordinance No. 2022-131, adopted May 23, 2022, for the purchase of ambulances.
§ 6. This ordinance shall be in force and effect upon adoption.
