To declare a public necessity for and to authorize the acquisition of the parcels of real property owned by the Richmond Redevelopment and Housing Authority and known as 400 East 15th Street, 426 East 15th Street, and 1421 Dinwiddie Avenue for the purpose of maintaining such properties as public greenspace and for playground and recreational uses. WHEREAS, in the opinion of the Council of the City of Richmond, a public necessity exists for the acquisition of the parcels of real property owned by the Richmond Redevelopment and Housing Authority and known as 400 East 15th Street, 426 East 15th Street, and 1421 Dinwiddie Avenue for the purpose of maintaining such properties as public greenspace and for playground and recreational uses;

THE CITY OF RICHMOND HEREBY ORDAINS:

                     § 1.                     That a public necessity exists for the acquisition of the parcels real property known as parcels of real property known as 400 East 15th Street, 426 East 15th Street, and 1421 Dinwiddie Avenue and identified as Tax Parcel Nos. S000-0226/001, S000-0226/012, and S000-0229/019, respectively, in the 2022 records of the City Assessor for the purpose of maintaining such properties as public greenspace and for playground and recreational uses

§ 2.                     That, notwithstanding any provision of section 8-34 of the Code of the City of Richmond (2020), as amended, to the contrary, the Chief Administrative Officer, for and on behalf of the City of Richmond, be and is hereby authorized to acquire such parcels of real property from the Richmond Redevelopment and Housing Authority for nominal consideration and to execute the deeds and such other documents as may be necessary to complete the acquisition and acceptance of such parcels of real property, provided that the deeds and such other documents must first be approved as to form by the City Attorney or the designee thereof.

§ 3.                     This ordinance shall be in force and effect upon adoption.
