To amend ch. 2, art. IV of the City Code by adding therein a new div. 24, consisting of ?? 2-760-2-762, concerning the Office of Strategic Communications and Civic Engagement, and to amend City Code ?? 2-757, concerning the creation, composition, and purpose of the Office of Sustainability, 2-759, concerning the appointment and powers of the manager of such office, and 22-317, concerning additional retirement allowances for certain City officials.

THE CITY OF RICHMOND HEREBY ORDAINS:
? 1. That Chapter 2, Article IV of the Code of the City of Richmond (2020) is hereby amended and reordained by adding therein a new division numbered 24, consisting of sections numbered 2-760 through 2-762, as follows:
DIVISION 24.
OFFICE OF STRATEGIC COMMUNICATIONS AND CIVIC ENGAGEMENT
Sec. 2-760. Created; composition; purpose.
There shall be an Office of Strategic Communications and Civic Engagement, which shall consist of a Director of Strategic Communications and Civic Engagement and such officers and employees organized into such units as may be provided by ordinance or by the orders of the Director of Strategic Communications and Civic Engagement consistent with this division. The purpose of the Office shall be to coordinate the City's public media, marketing, and intergovernmental relations. This office shall also be responsible for the organization of publicity and marketing campaigns.
Sec. 2-761. Duties.
The Office shall perform the following duties:
(1) Produce documents, brochures, summaries, books, manuals, and reports as directed by the Chief Administrative Officer.
(2) Disseminate information to the public through media outlets.
(3) Build relationships between the City and businesses, non-profit community-based organizations, governmental institutions, partners, and stakeholders to educate, encourage, and inform citizens and communities about matters of interest.
