To establish a policy that Council members will make recommendations for their budget priorities to the Mayor no later than Oct. 1 of each year for consideration in the Mayor’s proposed annual budget for the purpose of developing a more collaborative budget development process.

WHEREAS, pursuant to section 12-11 of the Code of the City of Richmond (2020), as amended, the Mayor submits the budgets, budget message, and capital budget for the upcoming fiscal year on March 6 each year; and
WHEREAS, in the opinion of the Council, a policy that Council members will make recommendations for their budget priorities to the Mayor no later than October 1 of each year for consideration in the Mayor’s proposed annual budget would serve the purpose of developing a more collaborative budget development process; and
WHEREAS, the Council believes that it is in the best interests of the citizens of the City of Richmond that the Council establish a policy that Council members will make recommendations for their priority budget allocations to the Mayor no later than October 1 of each year for consideration in the Mayor’s proposed annual budget for the purpose of developing a more collaborative budget development process;
NOW, THEREFORE,
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF RICHMOND:
That it is the policy of the Council that Council members will make recommendations for their budget priorities to the Mayor no later than October 1 of each year for consideration in the Mayor’s proposed annual budget for the purpose of developing a more collaborative budget development process.
