To request that the Chief Administrative Officer cause to be developed goals and a "scorecard" for certain development projects that promote cohesion between the implementation of the City's Master Plan and the implementation of the City's economic development plans and that ensure positive growth and equitable opportunity for the citizens of the City of Richmond.

WHEREAS, it is the opinion of the Council that the development of goals and a "scorecard" for development projects involving City-owned real estate or the expenditure of City funds would promote cohesion between the implementation of the City's Master Plan entitled "Richmond 300: A Guide for Growth" (hereinafter referred to as the "Master Plan"), approved by Ordinance No. 2020-236, adopted December 14, 2020, and the implementation of the City's economic development plans and would ensure positive growth and equitable opportunity for the citizens of the City of Richmond; and
WHEREAS, the Council believes that it is in the City's best interests of the citizens of the City of Richmond that the Council request that the Chief Administrative Officer cause to be developed goals and a "scorecard" that would promote cohesion between the implementation of the Master Plan and the implementation of the City's economic development plans and that would ensure positive growth and equitable opportunity for the citizens of the City of Richmond;
NOW, THEREFORE,
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF RICHMOND:
That the Council requests that the Chief Administrative Officer cause to be developed goals and a "scorecard" for development projects involving City-owned real estate or the expenditure City funds that would promote cohesion between the implementation of the Master Plan and the implementation of the City's economic development plans and that would ensure positive growth and equitable opportunity for the citizens of the City of Richmond.
