To designate that portion of Wythemar Avenue located between its intersection with Larchmont Lane and its intersection with Midlothian Turnpike in honor of Sharnez Hill and her daughter, Neziah Hill.

WHEREAS, upon information and belief of Council, on April 27, 2021, the late Sharnez "Shy-Shy" Hill and her infant daughter, Neziah "Na-Na" Hill were fatally wounded as innocent bystanders in the crossfire of gun shots at Belt Atlantic Apartments on the south side of Richmond; and
WHEREAS, upon information and belief of Council, Sharnez "Shy-Shy" Hill was born and raised in the City's east end and was known for her outgoing personality and peacemaking ways in her family and community, as well as for her great love of children, including her three-month-old daughter, Neziah "Na-Na" Hill; and
WHEREAS, the City desires to memorialize the lives of Sharnez "Shy-Shy" Hill and her infant daughter, Neziah "Na-Na" Hill, who were both killed in a tragic shooting that took their lives by designating that portion of Wythemar Avenue between its intersection with Larchmont Lane and its intersection with Midlothian Turnpike in their honor; and
WHEREAS, because this designation is honorary only, the provisions of sections 8-7 through 8-10 of the Code of the City of Richmond (2015), as amended, do not apply to the designation made hereby or to any signs erected pursuant to this ordinance;
NOW, THEREFORE,
THE CITY OF RICHMOND HEREBY ORDAINS:
? 1. Designation of Street Block for Honorary Names. The portion of Wythemar Avenue between its intersection with Larchmont Lane and its intersection with Midlothian Turnpike shall be designated in honor of Sharnez Hill and her infant daughter, Neziah Hill, pursuant to this ordinance.
? 2. Effect of Designation. The designation of the portion of the street made pursuant to this ordinance shall be honorary only, shall not replace the existing name of the street, and shall have no effect on ...
