To request the Commonwealth Transportation Board to establish the Route 1 Chamberlayne - Richmond Highway Pedestrian Hybrid Beacon project to fund the installation of two pedestrian hybrid beacons to be located on Dinwiddie Avenue and on Westminster Avenue.

WHEREAS, in accordance with the Commonwealth Transportation Board's construction allocation procedures, it is necessary that the City Council by resolution request that the Board establish the Route 1 Chamberlayne - Richmond Highway Pedestrian Hybrid Beacon project to fund the installation of two pedestrian hybrid beacons to be located on Dinwiddie Avenue and on Westminster Avenue;
NOW, THEREFORE,
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF RICHMOND:
That the City of Richmond, Virginia, requests the Commonwealth Transportation Board establish the Route 1 Chamberlayne - Richmond Highway Pedestrian Hybrid Beacon project to fund the installation of two pedestrian hybrid beacons to be located on Dinwiddie Avenue and on Westminster Avenue using $400,000.00 in federal Transportation Alternatives Set-Aside funding.
BE IT FURTHER RESOLVED:
That, to the extent permitted by law, the City hereby:
1. Commits to provide a minimum 20 percent matching contribution for this project and any additional funds necessary to complete the project.
2. Agrees to enter into a Standard Project Administration with the Virginia Department of Transportation and provide the necessary oversight to ensure that this project is developed in accordance with all federal and state requirements for the design, right-of-way acquisition, and construction of a federally funded transportation project.
3. Agrees that it will be responsible for the maintenance and operating costs of any improvement or facility constructed with Transportation Alternatives Set-Aside funds unless the City has made other arrangements with the Virginia Department of Transportation.
