To request that the Chief Administrative Officer cause to be prepared and submitted to the Council a plan that provides for the submission of a grant application to the Virginia Department of Conservation and Recreation’s Virginia Community Flood Preparedness Fund for the purpose of seeking funding to reduce the impact of flooding in the city of Richmond.

WHEREAS, pursuant to the document entitled “2021 Grant Manual for the Virginia Community Flood Preparedness Fund,” prepared by the Virginia Department of Conservation and Recreation in cooperation with the Virginia Resources Authority, the Virginia Department of Conservation and Recreation will be accepting applications for grant funding for flood control projects from the Virginia Community Flood Preparedness Fund; and
WHEREAS, the Council believes that it is in the best interests of the citizens of the City of Richmond that the Council request that the Chief Administrative Officer cause to be prepared a plan that provides for the submission of a grant application to the Virginia Department of Conservation and Recreation for the purpose of seeking funding from the Virginia Community Flood Preparedness Fund to reduce the impact of flooding in the city of Richmond;
NOW, THEREFORE,
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF RICHMOND:
That the Council hereby requests that the Chief Administrative Officer cause to be prepared and submitted to the Council a plan that provides for the submission of a grant application to the Virginia Department of Conservation and Recreation for the purpose of seeking funding from the Virginia Community Flood Preparedness Fund to reduce the impact of flooding in the city of Richmond.
BE IT FURTHER RESOLVED:
That the Council hereby requests that the Chief Administrative Officer report to the Land Use, Housing and Transportation Standing Committee on the progress of the plan to submit an application to the Virginia Department of Conservation and Recreation for funding from the Virginia Community Flood Preparedness Fund to reduce the impact of flooding in the city of Richmond within 90 days after this resolution is adopted.
BE IT FURTHER RESOLVED:
That the Council hereby recognizes that funding on the local level for flood mitigation is limited and, therefore, supports efforts to seek additional funding for such infrastructure needs in the city of Richmond.
