Title

To request that the Chief Administrative Officer cause the City Administration to continue its efforts to take such actions and to recommend such legislation as may be necessary to implement the Master Plan, including the plan entitled “Hull Street Corridor Revitalization Plan,” and effectuate a rezoning of the Hull Street corridor within South Richmond in accordance with such plans.

Body

WHEREAS, pursuant to section 17.06 of the Charter of the City of Richmond (2020), as amended, the City Planning Commission by resolution dated October 5, 2020, adopted a new master plan for the City of Richmond, and the City Council by Ordinance No. 2020-236, adopted December 14, 2020, approved the master plan adopted by the City Planning Commission (hereinafter the “Master Plan”); and

WHEREAS, upon information and belief of Council, the Master Plan is the culmination of more than three years of research, community input, design, and planning as completed by the Department of Planning and Development Review and addresses the needs of the varying communities within the city of Richmond, both geographic and demographic; and

WHEREAS, incorporated within the Master Plan is the document entitled “Hull Street Corridor Revitalization Plan” (hereinafter, the “Hull Street Plan”), which focuses on the Hull Street corridor within South Richmond; and

WHEREAS, the Council is of the opinion that significant and timely progress toward rezoning the Hull Street corridor within South Richmond in accordance with the Master Plan and the Hull Street Plan has been unduly delayed and that the process to implement the zoning recommendations set forth in each plan should be taken up with renewed vigor and attention to the needs South Richmond; and

WHEREAS, the Council believes that it is in the best interests of the citizens of the City of Richmond that the Council request that the Chief Administrative Officer cause the City Administration to continue its efforts to take such actions and to recommend such legislation as may be necessary to implement the Master Plan, including the Hull Street Plan, and effectuate a rezoning of the Hull Street corridor within South Richmond in accordance with such plans;

NOW, THEREFORE,

BE IT RESOLVED BY THE COUNCIL OF THE CITY OF RICHMOND:

That the Council hereby requests that the Chief Administrative Officer cause the City Administration to continue its efforts to take such actions and to recommend such legislation as may be necessary to implement the Master Plan, including the Hull Street Plan, and effectuate a rezoning of the Hull Street corridor within South Richmond in accordance with such plans.
