To express the Council's intent, to the extent authorized by law, to prioritize the appropriation of any funds received by the City, whether from the United States government, the Commonwealth of Virginia, or otherwise, provided pursuant to the American Rescue Plan Act of 2021 and the proposed American Jobs Plan of 2021.
Body
WHEREAS, upon information and belief of the Council, the City anticipates receiving funds pursuant to the American Rescue Plan Act of 2021, H.R. 1319, 117th Cong., 1st Sess. (2021-2022) (the "Act") and the American Jobs Plan of 2021, proposed by President Biden on March 31, 2021, if passed by Congress; and
WHEREAS, the Council believes that it is in the best interests of the City of Richmond that any funds received pursuant to the Act or the proposed American Jobs Plan of 2021 be appropriated for the fiscal year commencing July 1, 2021, and ending June 30, 2022, to the extent authorized by law, in the order of priority set forth in this resolution; and
NOW, THEREFORE,
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF RICHMOND:
That, should the American Rescue Plan Act of 2021, H.R. 1319, 117th Cong., 1st Sess. (2021-2022) (the "Act"), or the proposed American Jobs Plan of 2021, and any regulations or rules made pursuant thereto authorize the use of such funds for such purposes and should the Mayor recommend an amendment to the annual budget for the fiscal year commencing July 1, 2021, and ending June 30, 2022, to appropriate such funds for such purposes, the Council intends to appropriate funds received pursuant to the Act and the proposed American Jobs Plan of 2021 for the following purposes, in the following amounts, and in the following order of priority:
1. Affordable Housing Trust Fund $7,100,000
2. Eviction Prevention Services $500,000
3. Homeless Services $1,000,000
4. Conform Zoning Ordinance with Richmond 300 Comprehensive Plan $350,000
5. Photo Speed Ticketing Equipment - RPS Zones $150,000
