Title

To amend and reordain ch. 2, art. I of the City Code by adding therein a new section 2-6, concerning the prohibition of the sale or [distribution] display of symbols of hate by the City, for the purpose of ensuring that the City does not promote the distribution or display of symbols of hate or oppression.

Body

THE CITY OF RICHMOND HEREBY ORDAINS:

§ 1.                     That Chapter 2, Article I of the Code of the City of Richmond (2020) be and is hereby amended and reordained by adding therein a new section numbered 2-6 as follows:

Sec. 2-6.                     Prohibition concerning symbols of hate.

The City shall not sell or display any symbols of hate or any similar image, or tangible personal property, inscribed with such an image unless the image appears in a book, digital medium, or museum or otherwise serves an educational or historical purpose. For the purposes of this section, the term “symbols of hate” includes, but is not limited to, symbols of white supremacy, neo-Nazi ideology, or the Battle Flag of the Confederacy.

§ 2.                     That section 2-6 of the Code of the City of Richmond (2020), as amended, shall not apply to the disposition of monuments removed pursuant to Ordinance No. 2020-154, adopted August 3, 2020.

§ 3.                     This ordinance shall be in force and effect upon adoption.
