To request that the Chief Administrative Officer cause the development of a housing policy plan to address homelessness and affordable housing in the city of Richmond.

WHEREAS, upon the information and belief of Council, the City has multiple partnerships and programs addressing various aspects on the continuum of need for affordable housing and implementing solutions to homelessness within the city of Richmond; and
WHEREAS, it is the opinion of the Council that a comprehensive plan is necessary to coordinate the efforts of the City's partnerships and programs to more efficiently deploy resources in ways that are beneficial to the individuals most in need of assistance; and
WHEREAS, the Council believes that it is in the City's best interests of the citizens of the City of Richmond that the Council request that the Chief Administrative Officer cause the development of a housing policy plan that provides an overview of the continuum of need for affordable housing in the city and demonstrates how the City's partnerships and programs for addressing housing issues can best be utilized to coordinate funding, services, and solutions for housing issues in the city of Richmond;
NOW, THEREFORE,
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF RICHMOND:
That the Council hereby requests that the Chief Administrative Officer cause the development of a housing policy plan to address homelessness and affordable housing in the city of Richmond.
BE IT FURTHER RESOLVED:
That the housing policy plan for which this resolution calls shall provide for the development of the following:
1. Economic strategies with community and business partners to provide housing.
2. Social service strategies with community and business partners to provide wrap around services to address the varied and complex needs of the homeless.
3. Strategies to create more shelters and assisted housing in the city.
