To request that the Mayor propose a Fiscal Year 2020-2021 General Fund Budget that provides for an appropriation to the Office of Animal Care and Control to provide for two new animal control officer positions for the purpose of improving the enforcement of City Code ? 4-243, concerning the prohibition against dogs running at large and the penalty therefor.

WHEREAS, section 4-243 of the Code of the City of Richmond (2015), as amended, prohibits all dogs from running at large and dictates that they must be confined by means of a fence, tether, or leash; and
WHEREAS, according to the document entitled "Bandy Field Off-Leash Dog Report," prepared by the Friends of Bandy Field, and undated, of the 1,358 dogs observed at Bandy Field Nature Park from May, 2019 to November, 2019, 1,059 or approximately 78 percent of them were off leash; and
WHEREAS, upon information and belief of the Council, patrols of City parks by animal control officers to improve enforcement of section 4-243 of the Code of the City of Richmond (2015), as amended, concerning the prohibition against dogs running at large and the penalty therefor, could be increased with the addition of two animal control officers to the Office of Animal Care and Control; and
WHEREAS, the Council believes it is in the best interest of the citizens of the City of Richmond that the Council request that the Mayor propose a General Fund Budget for the fiscal year commencing July 1, 2020, and ending June 30, 2021, that provides for an appropriation to the Office of Animal Care and Control to provide for two new animal control officer positions for the purpose of improving the enforcement of section 4-243 of the Code of the City of Richmond (2015), as amended, concerning the prohibition against dogs running at large and the penalty therefor;
NOW, THEREFORE,
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF RICHMOND:
