THE CITY OF RICHMOND HEREBY ORDAINS:
§ 1. That Chapter 8, Article II of the Code of the City of Richmond (2015) be and is hereby amended by adding therein a new section numbered section 8-34 as follows:
Sec. 8-34. Unsolicited offers to give or dedicate interests in real estate to the City.
Whenever the City receives an unsolicited offer in writing to give or dedicate an interest in real estate to the City from a prospective grantor, the Chief Administrative Officer, or the designee thereof, shall:
(1) Notify the Director of Economic Development in writing of such offer within ten business days after the City receives such offer.
[(1)] (2) Acknowledge such offer in a writing to the prospective grantor within 30 days after the City receives such offer;
[(2)] (3) Notify the City Council in writing of such offer within 30 days after the City receives such offer; and
[(3)] (4) Recommend in writing to the Council whether the City should accept or reject the offer within 180 days after the City receives such offer.
§ 2. This ordinance shall be in force and effect upon adoption.
