WHEREAS, by Resolution No. 2018-R019, adopted October 8, 2018, the Council asked that the Chief Administrative Officer cause to be developed a policy and methodology to implement performance budgeting for all departments, boards, commissions, and agencies of the City for the purpose of using performance indicator data to allocate resources; and
WHEREAS, pursuant to sections 12-18 and 12-19 of the Code of the City of Richmond (2015), as amended, each department, agency, and office of the City is required to prepare strategic action plans that incorporate performance review or audit criteria established according to the City's strategic goals and objectives and, as applicable, any other review or audit recommendations critical to the agency's functions; and
WHEREAS, the Council believes that it is in the best interests of the citizens of the City of Richmond that the policy and methodology to implement performance budgeting as requested by Resolution No. 2018-R019, adopted October 8, 2018, and the strategic action plans required by sections 12-18 and 12-19 of the Code of the City of Richmond (2015), as amended, be discussed by the Council and the Mayor with the goal of identifying the most critical priorities of the City and addressing concerns in each Council District; and
WHEREAS, the Council also believes that it is in the best interests of the citizens of the City of Richmond that the Council request that the Mayor would participate in a meeting with the Council with the objective of identifying and discussing the appropriate priorities of the City and that the Council Chief of ...
