WHEREAS, in the aftermath of the May 31, 2019, mass shooting at certain municipal offices of the City of Virginia Beach, Virginia, in which 12 people were reportedly killed by an employee of that locality, the Governor of Virginia announced that he will convene a special session of the General Assembly of Virginia on July 9, 2019, for Virginia lawmakers to consider gun-control legislation; and
WHEREAS, Administrative Regulation No. 4.13 of the City's Administrative Regulations prohibits employees from possessing, carrying, housing, or using firearms while on City-owned real property, but section 15.2-195 of the Code of Virginia (1950), as amended, prohibits the City, like other localities within the Commonwealth of Virginia, from adopting or enforcing any ordinance, resolution, motion, or administrative action that might prohibit or otherwise regulate the possession or carrying of firearms in municipal buildings by citizens and visitors into such buildings; and
WHEREAS, in light of the tragic mass shooting in Virginia Beach, Virginia, the Council believes that it is in the best interests of the employees and the citizens of the City of Richmond that the Council request that the Chief Administrative Officer cause the Director of Public Works to present to the Council a plan for security measures and cost estimates providing for the installation and use of metal detectors at City Hall and providing, to the extent permitted by the United States Constitution, the Constitution of Virginia, and applicable law, for procedures gover...
