To grant to Western - Star Hospital Authority, Inc. a permit for the operation of emergency medical service vehicles in the city to provide certain non-emergency medical transportation services, upon certain terms and conditions.

WHEREAS, Western - Star Hospital Authority, Inc. has applied for a permit for the operation of emergency medical service vehicles in the city pursuant to section 10-79 of the Code of the City of Richmond (2015), as amended;

NOW, THEREFORE,

THE CITY OF RICHMOND HEREBY ORDAINS:

§ 1.                     That Western - Star Hospital Authority, Inc. (the “Authorized Provider”) is hereby granted a permit for the operation of emergency medical service vehicles pursuant to section 10-79 of the Code of the City of Richmond (2015), as amended, provided that

(a)                     The permit shall be for a period of two years from the date of the adoption of this ordinance as provided in section 10-79 of the Code of the City of Richmond (2015), as amended;

(b)                     The permit shall be conditioned upon the Authorized Provider’s strict compliance with sections 10-78 through 10-83 of the Code of the City of Richmond (2015), as amended; and

(c)                     The Authorized Provider shall operate emergency medical service vehicles in the city only to provide the following non-emergency service levels, as defined in the latest revision of chapter 10, section 30.1 of the Medicare Benefit Policy Manual issued by the Centers for Medicare and Medicaid Services:

1.                     Advanced Life Support by ground ambulance vehicle;

2.                     Basic Life Support by ground ambulance vehicle;

3.                     Interfacility transportation; and

4.                     Specialty care transport.

§ 2.                     This ordinance shall be in force and effect upon adoption.
