WHEREAS, Robert S. Argabright, II, has for more than a decade been a trusted mentor to the students of Oak Grove-Bellmeade Elementary School through dedicated volunteer work, including reading to and tutoring students, maintaining gardens to teach about nature, holding a bicycle drive to provide 200 students with bicycles, advocating for safe corridors for children walking to school, involving students in educational projects such as filmmaking, and supporting the establishment of recycling programs; and
WHEREAS, Robert S. Argabright, II, has been commended by such entities as the Virginia Mentoring Partnership, the School Board of the City of Richmond, the City Council, and most recently, by the General Assembly of Virginia in 2017 with the passing of House Joint Resolution No. 662, which recognized his commitment to the students of Oak Grove-Bellemeade Elementary School; and
WHEREAS, the City desires to memorialize Robert S. Argabright, II's contributions to the civic well-being of the city of Richmond as an advocate for the Oak Grove-Bellemeade Elementary School students by designating the bridge on the access road beginning at the intersection of Gunn and Minefee Streets and ending at Oak Grove-Bellmeade Elementary School located at 2409 Webber Avenue in honor of Robert S. Argabright, II; and
WHEREAS, because this designation is honorary only, the provisions of sections 8-7 through 8-10 of the Code of the City of Richmond (2015), as amended, do not apply to the designation made hereby or to any signs erected pursuant to this ordinance;
NOW, THEREFORE,
THE CITY OF RICHMOND HEREBY ORDAINS:
