To authorize the Chief Administrative Officer, for and on behalf of the City of Richmond, to execute a Standard Project Administration Agreement between the City of Richmond and the Virginia Department of Transportation to provide funding for the installation of pedestrian access and safety improvements including crosswalks, pavement markings, pedestrian signal head indicators, curb ramps, and a pedestrian hybrid beacon at the intersection of South Belvidere Street and Rowe Street as part of the Department of Public Works' Belvidere Street Gateway - Phase IV project.
