PURPOSE:  To authorize the Chief Administrative Officer, for and on behalf of the City of Richmond, to accept and appropriate the amount of $323,248 for Brookland Park Boulevard Roundabout Project from the Virginia Department of Transportation (VDOT) to the City of Richmond’s FY 15 CIP Budget and to amend the FY 15 CIP Budget (TEA-21 Safety Improvements Account 500132/500302) by $323,248 to reflect this increase.

 

REASON:  To accept an additional $323,248 funds for Brookland Park Boulevard Roundabout Project allocated in VDOT’s Six Year Improvement Program.

 

RECOMMENDATIONS:  The adoption of this ordinance is recommended by the Department of Public Works.

 

BACKGROUND:  On August 10, 2005, the President signed into law the Safe, Accountable, Flexible, and Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) with guaranteed funding for highways, highway safety, and public transportation totaling $244.1 billion, SAFETEA-LU represents the largest surface transportation investment in our Nation's history. SAFETEA-LU builds on the initiatives established by ISTEA and TEA-21. This legislation stresses mobility and protection of the environment, community preservation, sustainability and livability. The Highway Safety Improvement Program (HSIP) is offered to the localities by the Virginia Department of Transportation (VDOT) through a competitive grant program. An application was completed and VDOT subsequently approved the installation of a new roundabout at the intersection Brookland Park Boulevard, Dill Avenue, 2nd Avenue and Meadowbridge Road. This project is in the VDOT Six-Year Improvement Program. The “Six Points Roundabout Project” provides for the construction of a modern roundabout, pedestrian crosswalk markings, handicap ramps and new signage at this six-leg intersection.

 

Brookland Park Boulevard is functionally classified as an “urban minor arterial”. This signalized intersection operates with a very old span wire signal system. This location experienced 20 crashes in a three-year period. Vehicle and pedestrian conflict points will be reduced and slower operating speeds attained through the intersection by installing a modern roundabout at this location.

 

The total project cost estimate is $1,239,000. The amount of $785,000 was previously approved and accepted by O&R 2012-179-169, as well as the amount of $130,752 from Six Intersection Highway Safety Improvement Project (500132/500302). The additional amount of $323,248 (this paper) is being funded through VDOT Highway Safety Improvement Funds. See attached Appendix A-1 (Revision #1).

 

This project design is completed, and right of way is being finalized.

 

FISCAL IMPACT:  None. Project funds are 100% reimbursable.

 

FISCAL IMPLICATIONS:  Not accepting these funds will result in a loss of revenue and a loss of safety improvement at this intersection.

 

BUDGET AMENDMENT NECESSARY: Yes, the FY15 CIP budget will be amended for $323,248 in the category of Infrastructure Improvements TEA-21 Safety Improvements Account 500132/500302.

 

COST TO CITY: None.

 

REVENUE TO CITY:  $323,248 in Federal reimbursable funds.

 

DESIRED EFFECTIVE DATE:  Upon adoption.

 

REQUESTED INTRODUCTION DATE:  October 13, 2014.
