PURPOSE
Section 17.05 Review to approve temporary art installation at the Oregon Hill Overlook, as reviewed by the Public Art Commission, and at other city-owned locations.
SUMMARY & RECOMMENDATION
A proposal has been made by Ted Elmore to the Public Art Commission in order to allow a temporary art installation at the Oregon Hill Overlook, which is City-owned property located at the southern terminus of South Pine Street. If the temporary installation is authorized by the Planning Commission, Mr. Elmore will seek the proper permits from the Department of Parks & Recreation prior to installation.
The art installation is a sculpture of the word "LOVE" and has already been displayed on other properties in Richmond not owned by the City, including the Virginia Museum of Fine Arts, the former GRTC bus depot, and Shockoe Slip. A different theme is used for each installation. The sculpture was created as part of Virginia Tourism's state-wide LOVEworks project (<https://www.virginia.org/love/>) but it was not funded by Virginia Tourism.
Local artist Chris Milk Hulburt will be creating the theme for the Oregon Hill Overlook installation. He and Mr. Elmore will be responsible for maintenance and repair of the sculpture. If installed, the sculpture would face Oregon Hill, angled upriver with a view of the James River in the background. The installation may also be illuminated. The intended date of installation is May 26, 2014 and the sculpture will be in place for ninety (90) days. A letter of support was provided by The Overlook Condominium Unit Owners Association.
Once the sculpture has been removed from the Oregon Hill Overlook, Mr. Elmore proposes to locate the sculpture with different themes at other city-owned locations on a temporary basis.
Mr. Elmore presented the proposal to the Public Art Commission at its May 13, 2014 meeting. Upon a motion made by Ms. Cunningham and seconded by Ms. McAteer, the Public Art Commission voted (8,0) to recommend approval of the temporary installation of the LOVE sculpture at the Oregon Hill Overlook and other city-owned locations.
