To request that the Chief Administrative Officer cause the preparation of a study to identify a location in the Shockoe Bottom area of the city of Richmond for the National Slavery Museum.

WHEREAS, it is the opinion of the Council that further study should be conducted to identify a location in the Shockoe Bottom area of the city of Richmond for the National Slavery Museum; and
WHEREAS, the Council believes that it is in the best interests of the residents of the City of Richmond that the Council request that the Chief Administrative Officer cause the preparation of a study to identify a location in the Shockoe Bottom area of the city of Richmond for the National Slavery Museum;
NOW, THEREFORE,
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF RICHMOND:
That the Council hereby requests that the Chief Administrative Officer shall cause the preparation of a study to identify a location in the Shockoe Bottom area of the city of Richmond for the National Slavery Museum.
BE IT FURTHER RESOLVED:
That the study requested by this resolution shall include the following:
1. Analysis of the available public and private properties in proximity to 1500 East Main Street, known as Lumpkin’s Jail and Devil’s Half-Acre, including the property known as the Seaboard building located at 1519 East Franklin Street.
2. Identification of three viable properties as a result of the analysis of the available public and private properties in proximity to 1500 East Main Street.
3. A chart of the identified three viable properties containing the following information: location, whether publicly or privately owned, value of the property, and the process by which the City may acquire the property.
BE IT FURTHER RESOLVED:
That the Chief Administrative Officer shall cause the findings of this study requested by this resolution to be submitted to the Council both in written form and by oral presentation by no later than June 30, 2023.
