WHEREAS, it is the sense of the City Council that many economically challenged minority communities suffer from high numbers of unemployed and underemployed residents who could benefit from local workforce development programs that work to enable such residents to become employed, especially in construction-related fields;
NOW, THEREFORE,
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF RICHMOND:
That the Council supports the use of construction contractors who work with local workforce development programs that work to enable residents of economically challenged minority communities to become employed, especially in construction-related fields.
