To designate the 1700 block of Porter Street in honor of the late Dr. Ruth Moore. (5th District)

WHEREAS, upon information and belief of the Council, Dr. Ruth Moore served in the ministry for more than 60 years, including as the co-founder of Tower of Deliverance Ministries, pastor of Faith, Hope and Victory Church in Ashland, Virginia, and host of the radio program, "Faith, Hope and Victory with Evangelist Ruth Moore;" and
WHEREAS, upon information and belief of the Council, Dr. Ruth Moore attended Selenia Commercial College in Lumberton, North Carolina, Columbia University in New York City, Virginia Union University School of Theology, Virginia Theological Seminary, Shiloh Theological Seminary, and Light University, and earned a Doctorate of Divinity and Master's degree in Biblical counseling and degrees and certificates in pastoral care, crisis counseling, and AIDS and HIV counseling; and
WHEREAS, upon information and belief of the Council, Dr. Ruth Moore served in various state and national positions as a member of the Church of God in Christ and ministered to the spiritual life of women; and
WHEREAS, the City desires to memorialize the life of Dr. Ruth Moore for her contributions to the religious and spiritual life of the city of Richmond by designating the 1700 block of Porter Street in her honor; and
WHEREAS, because this designation is honorary only, the provisions of sections 8-7 through 8-10 of the Code of the City of Richmond (2020), as amended, do not apply to the designation made hereby or to any signs erected pursuant to this ordinance;
NOW, THEREFORE,
THE CITY OF RICHMOND HEREBY ORDAINS:
? 1. Designation of Street Block for Honorary Name. The 1700 block of Porter Street shall be designated in honor of Dr. Ruth Moore pursuant to this ordinance.
