Title: To amend Ord. No. 2022-284, adopted Nov. 14, 2022, as previously amended by Ord. THE CITY OF RICHMOND HEREBY ORDAINS:

? 1. That Ordinance No. 2022-284, adopted November 14, 2022, as previously amended by Ordinance No. 2023-258, adopted October 10, 2023, which accepted the second tranche of American Rescue Plan Act funds and appropriated such funds to the General Fund Budget and Capital Budget, is hereby amended by:
(a) Transferring the total amount of $374,020.78 from the First responders hazard pay project;
(b) Transferring the total amount of $3,000,000.00 from the CDFI Revolving Loan Fund project;
(c) Creating a new line item in the Non-Departmental agency of the General Fund Budget for the fiscal year commencing July 1, 2023, and ending June 30, 2024, entitled "Child Care and Education Trust Fund (Thrive Birth to Five Foundation);" and
(d) Appropriating $500,000.00 of the funds transferred by subsections (a) through (b) of this section to the new line item in the Non-Departmental agency created by subsection (c) of this section entitled "Child Care and Education Trust Fund (Thrive Birth to Five Foundation)," as shown on the attachment to this ordinance entitled "ARPA Spending Plan by Priority Area," for the purpose of transferring funds from certain previously identified projects as part of the city's American Rescue Plan Act Spend Plan and transferring such funds to existing or new projects.
