To request that the Mayor make such recommendations for budget amendments for Fiscal Year 2021 or otherwise propose an annual budget for Fiscal Year 2022 that would achieve pay parity between the employees of the City of Richmond's Office of the Public Defender and the City of Richmond's Commonwealth's Attorney's Office.

WHEREAS, upon information and belief of the Council, there exists a disparity in pay between the employees of the City of Richmond's Office of the Public Defender and the City of Richmond's Commonwealth's Attorney's Office; and
WHEREAS, upon information and belief of the Council, a budget amendment or future budget appropriations would be necessary to fund any pay increases to achieve pay parity between the two Offices; and
WHEREAS, the Council believes that it is in the best interests of the citizens of the City of Richmond that the Council request that the Mayor make such recommendations for budget amendments for the fiscal year commencing July 1, 2020, and ending June 30, 2021, or otherwise propose an annual budget for fiscal year commencing July 1, 2021, and ending June 30, 2022, that would achieve pay parity between the employees of the City of Richmond's Office of the Public Defender and the City of Richmond's Commonwealth's Attorney's Office;
NOW, THEREFORE,
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF RICHMOND:
That the Council requests that the Mayor make such recommendations that would achieve pay parity between the employees of the City of Richmond's Office of the Public Defender and the City of Richmond's Commonwealth's Attorney's Office that provides for either or both of the following:
1. A recommendation for a budget amendment by the Mayor for the fiscal year commencing July 1, 2020, and ending June 30, 2021, that appropriates funds for employment compensation increases as may be necessary to achieve pay parity between the two Offices.
