To support an application to the Virginia Department of Transportation's Transportation Alternatives Program for the purpose of funding the installation of pedestrian crossing improvements along Forest Hill Avenue from Westover Hills Boulevard to Taylor Avenue and 48th Street and to commit to the required agreements of the Virginia Department of Transportation's Transportation Alternatives Program.

WHEREAS the City of Richmond desires to submit an application for an allocation of funds through the Virginia Department of Transportation's Transportation Alternatives Program to fund the installation of pedestrian crossing improvements along Forest Hill Avenue from Westover Hills Boulevard to Taylor Avenue and 48th Street and to commit to the required agreements of the Virginia Department of Transportation's Transportation Alternatives Program; and
WHEREAS, such pedestrian crossing improvements will provide Rectangular Rapid Flashing Beacons, high-visibility crosswalks, Americans with Disabilities Act compliant curb ramps, and channelizing islands located on Forest Hill Avenue at its intersection with Taylor Avenue to improve pedestrian safety; and
WHEREAS, curb extensions and Rectangular Rapid Flashing Beacons will be installed along Forest Hill Avenue between Westover Hills Boulevard and 48th Street to provide for a shorter pedestrian crossing distance and an improved un-signalized pedestrian crossing of Forest Hill Avenue; and
WHEREAS, such improvements are a part of Richmond's Vision Zero Action Plan to improve pedestrian safety on high injury designated streets, shorten pedestrian crossings, and improve vehicle awareness of pedestrians along the Forest Hill Avenue corridor; and
WHEREAS, such improvements will help to connect Westover Hills Boulevard retail areas and reconnect the neighborhoods of Westover Hills and Forest Hill Terrace that are split by the high-speed high-injury street nature of Forest Hill Avenue; and
