THE CITY OF RICHMOND HEREBY ORDAINS:
? 1. That section 2-1105 of the Code of the City of Richmond (2020) be and is hereby amended and reordained as follows:
Sec. 2-1105. Composition; terms of office.
(a) The Board shall be composed of [11] 13 members whom the Council shall nominate and appoint. Of the [11] 13 members, seven members shall be comprised of representatives of the business community whose primary residence or principal place of business is located within the City of Richmond, residents of the City who are persons with disabilities, residents of the City who are past or current caregivers of at least one person with a disability or of at least one senior citizen [and]; four members (i) who [may] shall be employees of the City and shall not be required to be a resident the City or (ii) are either an attorney or paralegal (a) whose firm or office routinely represents or handles cases for senior citizens or persons with disabilities; (b) who has experience addressing issues related to the Americans with Disabilities Act; and (c) shall not be required to be a resident of or have a principal place of business in the City; one member who shall be a member at-large; and one member who shall be an employee of the City's Office of the Deputy Chief Administrative Officer for Human Services with program manager duties. Of the [11] 13 members, at least three shall be residents of the City who are senior citizens.
