To approve the City’s strategic plan for equitable economic development for the fiscal years commencing Jul. 1, 2021, and ending Jun. 30, 2026, for the establishment of a strategic framework for equitable economic development, including job creation, capital investment, and revenue generation, in the city of Richmond pursuant to City Code § 2-1373.

WHEREAS, pursuant to section 2-1373 of the Code of the City of Richmond (2020), as amended, there shall be a comprehensive economic development plan that shall be (i) consistent with the master plan and the economic growth areas incorporated therein, (ii) developed with public input, and (iii) effective as of the date on which the City Council adopts a resolution approving it; and
WHEREAS, the City, with the assistance of TIP Strategies, Inc., an economic development consulting firm, has developed the plan entitled “Strategic Plan for Equitable Economic Development” (the “Plan”), a copy of which plan is attached to this resolution, pursuant to section 2-1373 of the Code of the City of Richmond (2020), as amended; and
WHEREAS, the Council believes it is in the best interests of the citizens of the City of Richmond that the Council approve the Plan in accordance with section 2-1373 of the Code of the City of Richmond (2020), as amended;
NOW, THEREFORE,
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF RICHMOND:
That the Council of the City of Richmond hereby approves the Plan for the fiscal years commencing July 1, 2021, and ending June 30, 2026, a copy of which is plan is attached to this resolution, in accordance with section 2-1373 of the Code of the City of Richmond (2020), as amended.
