To request that the Chief Administrative Officer cause the Department of Parks, Recreation and Community Facilities to consult with the Office of the City Attorney concerning the development of a plan and the preparation of necessary documents to acquire, preferably by gift, the properties known as Evergreen Cemetery [and], East End Cemetery, and Forest View Cemetery and to present such a plan and documents to the Council. WHEREAS, upon the information and belief of the Council, the cemetery known as Evergreen Cemetery, located at 3600 East Richmond Road, [and] the cemetery known as East End Cemetery, located at 1751 Evergreen Road, and the cemetery known as Forest View Cemetery, located at 4909 Bassett Avenue (hereinafter referred to, together, as the "Cemeteries"), are historically Black cemeteries for which many volunteers have worked laboriously to preserve the graves of those interred there and whose lives and times are integral parts of the history of the city of Richmond; and
WHEREAS, upon the information and belief of the Council, the current owner of the
Cemeteries may no longer be able to maintain such cemeteries, leaving the continued restoration, preservation, and maintenance of the Cemeteries in jeopardy; and
WHEREAS, it is in the best interests of the citizens of the City of Richmond that the Council request that the Chief Administrative Officer cause the Department of Parks, Recreation and Community Facilities to consult with the Office of the City Attorney concerning the development of a plan and the preparation of necessary documents to acquire, preferably by gift, the Cemeteries and to present such a plan and documents to the Council;
NOW, THEREFORE,
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF RICHMOND:
