To approve the action of the City Planning Commission adopting the "City Center Innovation District Small Area Plan" as an incorporated element of the "Richmond 300: A Guide for Growth" Master Plan of the City of Richmond.

WHEREAS, the City Planning Commission last adopted a new Master Plan for the City of Richmond, entitled "Richmond 300: A Guide for Growth," on October 5, 2020, which Master Plan the Council approved by Ordinance No. 2020-236, adopted December 14, 2020, in accordance with section 17.06 of the Charter of the City of Richmond (2020), as amended; and
WHEREAS, the Council, by Resolution No. 2021-R024, adopted April 26, 2021, approved the biennial real estate strategies plan, which included many of the City-owned properties in the City Center area; and
WHEREAS, the City Planning Commission conducted public hearings on June 7, 2021, and December 6, 2021, for the purpose of receiving public comments relative to a proposed amendment to the Master Plan in the form of the document entitled "City Center Innovation District Small Area Plan," dated November 23, 2021, and prepared by the Department of Planning and Development Review (hereinafter, the "Plan"), a copy of which is attached to and made a part of this ordinance, as an incorporated element of the Master Plan; and
WHEREAS, the Plan provides a framework plan for the redevelopment of the City Center area to catalyze the development of a thriving, mixed-use downtown; and
WHEREAS, the Plan adds important detail and updates the City's Master Plan for this area; and
WHEREAS, by a resolution dated December 6, 2021, a copy of which is attached to and made a part of this ordinance, the City Planning Commission adopted the Plan as an incorporated element of the Master Plan; and
WHEREAS, it is the consensus of the Council that it is in the best interest of the City of Richmond that the Council, for and on behalf of the City of Richmond, consent to...
