To express support for the request by the County of Henrico that the Virginia Department of Housing and Community Development approve its application to amend its portion of Zone 28A; and to authorize the Chief Administrative Officer to execute the Joint Amendment Agreement indicating the City's support for the County's application.

WHEREAS, in April 2003, the Virginia Department of Housing and Community Development (the "Department") redesignated the City's Zone 28A as a Joint Enterprise Zone shared by the City of Richmond and the County of Henrico (the "County"); and
WHEREAS, the County is requesting that the Department approve its application to amend its portion of Zone 28A; and
WHEREAS, the Enterprise Zone Program Regulation administered by the Department (the "Regulation") provides that the City must acquiesce to the County's request before the Department approves the request; and
WHEREAS, the Regulation requires that this acquiescence be demonstrated by an application agreement executed by the Chief Administrative Officer and the adoption of a resolution by the City Council supporting this agreement; and
WHEREAS, the City Council recognizes that its support of the County's request will have no administrative or programmatic impact on the City's portion of Zone 28A; and
WHEREAS, it is in the best interests of the citizens of the City and of the County that the City Council expresses its support for the County's request to amend its portion of Zone 28A and authorize the Chief Administrative Officer to execute the necessary agreement required by the Regulation to demonstrate this support;
NOW, THEREFORE,
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF RICHMOND:
That the Council hereby expresses it support for the request by the County of Henrico that the Virginia Department of Housing and Community Development approve its application to amend its portion of Zone 28A.
