Title
To extend the expiration date of Ord. No. 2020-093, adopted Apr. 9, 2020, as previously amended by Ord. No. 2020-183, adopted Aug. 20, 2020, which assures the continuity of government during the disaster resulting from the COVID-19 pandemic by modifying the practices and procedures of public bodies to permit electronic meetings as authorized by Va. Code ? 15.2-1413, from Dec. 31, 2020, to Jun. 30, 2021.

WHEREAS, it is apparent to the Council of the City of Richmond that the disaster that exists as a result of the effects of COVID-19 is ongoing and that the findings set forth in the penultimate recital of Ordinance No. 2020-093, adopted April 9, 2020, remain valid and are likely to remain valid through at least June 30, 2021; and
WHEREAS, the Council now desires to adopt this ordinance to extend the duration of Ordinance No. 2020-093, adopted April 9, 2020, as previously amended by Ordinance No. 2020-183, adopted August 20, 2020, so that it will expire on June 30, 2021, instead of December 31, 2020, unless extended or rescinded by ordinance adopted by the Council prior to June 30, 2021;
NOW, THEREFORE,
THE CITY OF RICHMOND HEREBY ORDAINS:
I. That Ordinance No. 2020-093, adopted April 9, 2020, as previously amended by Ordinance No. 2020-183, adopted August 20, 2020, be and is hereby amended and ordained as follows:
WHEREAS, on January 31, 2020, the United States Secretary of Health and Human Services determined pursuant to section 319 of the Public Health Service Act, 42 U.S.C. ? 247d (2018), that a public health emergency exists as a result of confirmed cases of 2019 Novel Coronavirus; and
WHEREAS, on March 12, 2020, the Governor of Virginia issued Executive Order No. 51 (2020) declaring pursuant to sections 44-146.17 and 44-75.1 of the Code of Virginia (1950), as amended, that a state of emergency exists as a result of the spread of COVID-19, a disease caused by this coronavirus; and
