To amend City Code § 23-45, concerning refuse collection at a point other than a curb or alley for the elderly and persons with disabilities, for the purpose of authorizing the collection service for as many refuse receptacles as provided by the City.

THE CITY OF RICHMOND HEREBY ORDAINS:
§ 1. That section 23-45 of the Code of the City of Richmond (2020) is hereby amended as follows:
Sec. 23-45. Collection at point other than curb or alley for elderly and disabled persons.
If there is no person between the ages of 15 years and 70 years at any residence or if there is no person between such ages physically or mentally capable of placing refuse receptacles at the curb or alley, the City shall provide collection service from a point approved by the Director of Public Works, for as many refuse receptacles as provided by the City to the owner of the premises pursuant to Section 23-72. The Director may require, at least once every two years, evidence of such physical or mental disability. A certificate by a physician licensed to practice in the State shall be considered as sufficient proof of disability.
§ 2. This ordinance shall be in force and effect upon adoption.
