THE CITY OF RICHMOND HEREBY ORDAINS:
§ 1. That the Chief Administrative Officer, for and on behalf of the City of Richmond, be and is hereby authorized to execute a Daily Planet Grant Contract between the City of Richmond and Daily Planet Inc. for the purpose of funding a Contingency Management Program within the Daily Planet’s Medication for Opioid Use Disorder Clinic to increase client engagement and retention. The Daily Planet Grant Contract shall be approved as to form by the City Attorney and shall be substantially in the form of the document attached to this ordinance.
§ 2. This ordinance shall be in force and effect upon adoption.

PURPOSE: To authorize the Chief Administrative Officer, for and on behalf of the City of Richmond, to execute a Daily Planet Grant Contract between the City of Richmond and Daily Planet Inc. for the purpose of funding a Contingency Management Program within the Daily Planet’s Medication for Opioid Use Disorder Clinic to increase client engagement and retention.
BACKGROUND: Ordinance No. 2026-038 authorized the City of Richmond to accept and appropriate $100,000.00 to a new OAA Mini Grants Special Fund for the purpose of providing grants to community partners to combat the opioid crisis.
In consideration of the City of Richmond Office of Opioid and Substance Use Response’s grant of funds to Daily Planet Inc, Daily Planet Inc. shall create and implement a contingency management program for clients living with substance use disorders. Contingency management is an evidence-based behavioral therapy that aims to reinforce abstinence from substance use and an increase in recovery-oriented behaviors. There is currently no evidence-based medication treatment for stimulant use disorders. Contingency management has over thirty years of research documenting its efficacy in supporting treatment of a variety of substance use disorders. These funds will enable Daily Planet Inc. to create a contingency management program to better support patients with stimulant use disorders both within and outside of their existing office-based addiction treatment (OBAT) program. There is also evidence that contingency management, when combined with medication for opioid use disorder (MOUD) supports greater treatment retention and abstinence from opioids.
COMMUNITY ENGAGEMENT: Opioid abatement and remediation strategies utilized by the City of Richmond have and continue to be informed by significant stakeholder engagement and developed with direct input and support from external agencies and subject matter experts, including the Richmond Opioid Task Force.
