To amend Ord. No. 2026-063, adopted May 11, 2026, which adopted the Fiscal Year 2026-2027 General Fund Budget and made appropriations pursuant thereto, by (i) transferring $100,000.00 from the Outside Agencies and Central Appropriations agency Reserve for Family Crisis Fund line item, (ii) creating a new line item in the Outside Agencies and Central Appropriations agency entitled “Area Congregations Together in Service,” (iii) appropriating $100,000.00 of such transferred funds to the new Outside Agencies and Central Appropriations agency “Area Congregations Together in Service” line item, and (iv) authorizing the Chief Administrator Officer, for and on behalf of the City of Richmond, to execute the necessary documents to effect such appropriation, all for the purpose of administering the Family Crisis Fund program.

THE CITY OF RICHMOND HEREBY ORDAINS:
§ 1. That Article I, Section 1 of Ordinance No. 2026-063, adopted May 11, 2026, which adopted a General Fund Budget for the fiscal year commencing July 1, 2026, and ending June 30, 2027, and made appropriations pursuant thereto, is hereby amended by:
(a) Transferring funds in the amount of $100,000.00 from the Outside Agencies and Central Appropriations agency Reserve for Family Crisis Fund line item;
(b) Creating a new line item in the Outside Agencies and Central Appropriations agency entitled “Area Congregations Together in Service;” and
(c) Appropriating $100,000.00 of such transferred funds to the new Outside Agencies and Central Appropriations agency “Area Congregations Together in Service” line item
all for the purpose of administering the Family Crisis Fund program.
§ 2. That, for the avoidance of doubt, the Chief Administrative Officer is hereby authorized to execute all documents necessary to effect the grant described in section 1(c) of this ordinance, provided that all such documents shall first be approved as to form by the City Attorney.
§ 3. This ordinance shall be in force and effect upon adoption.

PURPOSE: To amend the Fiscal Year 2026-2027 General Fund Budget by transferring $100,000 from the Reserve for Family Crisis Fund to a new line in the Outside Agency entitled “Area Congregations Together in Service”
BACKGROUND:
In order to execute a grant agreement and provide these funds to Area Congregations Together in Service (ACTS) to avoid a lapse in the Family Crisis Fund, the City must reappropriate the funds from the Reserve for Family Crisis Fund to a new line in the Outside Agency entitled “Area Congregations Together in Service.”
The City completed a competitive NOFA process to identify the FY27 providerfor the Family Crisis Fund. ACTS was selected through that competitive process. To provide these funds to Area Congregations Together in Service (ACTS) to manage the FCF for the remainder of FY27, the City must reappropriate the funds to ACTS via this ordinance.
Over more than 20 years, ACTS has built a comprehensive, client-centered model combining emergency financial assistance with certified Virginia housing counseling, budgeting support, and landlord mediation. Since 2006, ACTS has assisted 9,463 households and 23,665 individuals, distributing more than $38.1 million in direct financial assistance, with 98% of households remaining stably housed six months after receiving assistance. During the COVID-19 pandemic, ACTS was selected to administer emergency rent and mortgage relief for the region, including the Richmond Eviction Prevention Grant program, through which it distributed $7.3 million in federal funds to more than 2,700 Richmond City households, demonstrating its capacity to manage large-scale public funding.
