To amend Ord. No. 2023-071, adopted May 8, 2023, which adopted the Fiscal Year 2023-2024 General Fund Budget and made appropriations pursuant thereto, to (i) create certain new line items in the Non-Departmental agency, (ii) transfer [$830,485.00] $865,000.00 from the Office of Sustainability, and (iii) appropriate such [$830,485.00] $865,000.00 to the new line items in the Non-Departmental agency, all for the purpose of providing grants to certain entities to facilitate the implementation of neighborhood climate resilience projects. THE CITY OF RICHMOND HEREBY ORDAINS:
§ 1. That Article I, Section 1 of Ordinance No. 2023-071, adopted May 8, 2023, which adopted a General Fund Budget for the fiscal year commencing July 1, 2023, and ending June 30, 2024, and made appropriations pursuant thereto, is hereby amended by:
(a) Creating the following new line items in the Non-Departmental agency:
(1) ARPA - OOS - Bridging the Gap in Virginia - Community Garden enhancement;
(2) ARPA - OOS - James River Association - Greening Richmond Public Libraries;
(3) ARPA - OOS - Church Hill Association of RVA Inc. - Tree Planting and Maintenance;
(4) ARPA - OOS - Richmond Tree Stewards - Swansboro Tree Planting and Maintenance;
(5) ARPA - OOS - Southside [Relief] Releaf - Blackwell/Charlie Sydnor Playground Beautification;
(6) ARPA - OOS - Verdant Richmond - Chimborazo Native Food Project Support;
(7) ARPA - OOS - Community Climate Collaborative, Inc. - Richmond Neighborhood Energy Burden Study;
(8) ARPA - OOS - SevaTruck Richmond Foundation - Expanding Family Meal Services;
(9) ARPA - OOS - The Happily Natural Day - Urban Farming Training Support;
(10) ARPA - OOS - Tech for Troops - Electronics Recycling Event Support;
(11) ARPA - OOS - Capital Region Land Conservancy, Inc. - Property Transfer Support/Parks Development;
(12) ARPA - OOS - Second Baptist Church [Richmond] - Family Nutrition Program;
(13) ARPA - OOS - Storefront for Community Design - Community-Driven Garden and Resilience Support;
(14) ARPA - OOS - Girls for a Change - School-Based Food Sustainability and Justice Program;
(15) ARPA - OOS - Living Water Community Center LLC - Southside Native Tree Planting; [and]
(16) ARPA - OOS - Capital Trees - Hotchkiss Field Green Space Enhancement; and
(17) ARPA - OOS - Kinfolk Community - Urban Agriculture and Life Skills; Community Gardens at Martin Luther King, Jr. Middle School and Gilpin Court and Gilpin Court Beautification;
(b) Transferring [$830,485.00] $865,000.00 from the Office of Sustainability; and
(c) Appropriating these transferred funds to the following new line items in the Non-Departmental agency created by subsection (a) of this section in the following amounts:
